Program Management

Systems Engineering and Technical Assistance (SETA) - BLACKHAWK supports the Air Force Special Operations Command (AFSOC) in a SETA environment. Support is provided to HQ AFSOC and their subordinate units in a variety of areas including: Management and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services. BLACKHAWK provides support at CONUS and non-CONUS sites.

Budget/Schedule Support - The BLACKHAWK schedule support capability includes development and maintenance of multi-level schedules generated based on internal (government) and external (contractor) sources. The multi-level schedules include major hardware deliverable milestones, software milestones, operations milestones, system integration milestones and mission integration milestones. Areas of risk are identified to the program management office. The BLACKHAWK schedulers attend technical meetings to understand the elements of the schedule and the interactivity of the various elements. This in-depth knowledge contributes to the validity of the BLACKHAWK assessment with respect to risk and critical path assessment. BLACKHAWK supports development and development of five year budget plans for major development programs. The BLACKHAWK budget analysis includes comparing schedules and/or metrics to cost curves to ensure the relationships make sense. This analysis results in identification of high-risk items, reduction/deferral candidates and recommendations for reserve allocations.

One-Pager - The One-Pager is a single chart that presents an integrated cost, schedule and content (metrics) display for a selected end item. The selection of candidates for One-Pagers is based on the principle that management attention should be focused on major drivers, i.e., those definitive end items which exhibit one or more of the following characteristics: 1) high cost, 2) high technical risk, 3) high schedule risk, 4) key integration intersection.

Independent Assessments - BLACKHAWK performs independent assessments on the status of major programs. These assessments are structured to add discipline and are based on the agreement of what is to be assessed, metrics to be used in the assessment, and key drivers such as the availability of new technology. The BLACKHAWK assessment involves designing and populating logic and metrics charts and producing a summary representation of the integrated cost/schedule plan. Risks to cost, schedule, and technology infusion are presented and supported by the assessment findings.

Contract Close-out - BLACKHAWK support consists of the development and maintenance of individual contract files, development and maintenance of a closeout contract filing system, development of access control and accounting systems for the contract closeout filing system, conducting comprehensive reviews of all active and recently terminated/physically complete contracts falling under the administrative oversight of the contracting officer. During the support activity; BLACKHAWK reviews and catalogs all contracts and related documentation meeting closeout criteria and document the findings in a working database system; establishes a working file for each contract meeting closeout criteria; develops a checklist to guide a comprehensive review and inventory process for each contract closeout file to insure that all required documentation is contained within the file and that the requisite documents are accurate and in order.

Configuration Management - BLACKHAWK supports the U.S. Army Tank Automotive and Armaments Command (TACOM) in reviewing engineering drawings, associated documents, and specifications to validate the accuracy and completeness of the data. Using the Army's Automated Configuration Management System (ACMS) which is a part of Parametric Technology Corporation's Windchill software suite. BLACKHAWK enters, corrects, or completes the engineering metadata stored in the system. The metadata and engineering drawings stored in the ACMS are retrieved for procurement and maintenance actions in support of the Army's fleet of wheeled and tracked vehicles stationed around the world. BLACKHAWK authors engineering changes proposals, engineering release records, and perform CAD drawing revisions to update Technical Data Packages.
