Logistics Support Specialist - Job location in Iraq only

Job Description:
Logistics Support Specialists (LSS) will perform duties that include, but are not limited to the following:

1. Assessing the progress of the base commander’s closure plan to inform the theater, the Mayors Cell, USF-I J4, and Contracting Officer’s Representative (COR) of their progress and requirements.

2. Facilitating and providing guidance and expertise to the Mayors cell, USF-I J4 and USDs in order to successfully close or return coalition bases back to the Government of Iraq or land owners in accordance with the USF-I J7 base closure task list.

3. Maintaining documentation of all the requirements to close the base and plan of execution and integration of the base life support for expanding the larger bases. The contractor shall develop plans to close the identified hub and spokes bases within forty five (45) days as requested by the government.

4. Reporting the status of bases scheduled to close, return or become a partner base.

5. Providing personnel with current and future operational and tactical skills along with planning abilities for assisting forward operating base mayors on base life support.

6. Reporting any base life support requirements shortfall that will keep the base from sustaining and increasing to support incoming unit’s personnel and equipment.

7. Planning and maintaining a base concept of support plan for all hubs, spokes and partner base in the Joint Operating Area-Iraq (JOA-I).

8. Reporting to the Mayors cell and USF-I J4 the status of bases scheduled to close, return or become a partner base.

9. Providing logistical support that includes inventory and container management.

10. Reviewing and recommending changes to the theater’s base closure process to ensure the systems support the theater and base missions.

11. Providing support to the Mayors Cell and USF-I J4 in collecting, compiling, and analyzing data to develop and maintain the progress of base closures throughout the Joint Area Operation-Iraq.

12. Working closely with the Mayors Cell, USF-I J4, Division OIC’s, Brigade OIC’s and Base Mayors to assist in tracking base closure progress for all bases, developing strategies to improve logistical processes, periodically reviewing and recommending changes to the base closure process.

13. Assisting and providing technical advice, lessons learned, recommendations, and process improvements for Government consideration.

14. Preparing an initial assessment of the individual base closure processes, to include but not limited to assessment of the FOB Mayor or unit’s readiness to ensure a timely closure, recommended changes, improvements, and lessons learned.

15. Travelling to duty locations throughout Iraq by MilAir and/or secured convoys.

16. Submitting Trip Reports and detailed minutes pertaining to base closure operations within 14 calendar days after completion of trip.

17. Submitting an assessment of the base’s ability to close; this assessment will be based on the USF-I J7 steps to close or return a base.

18. Submitting Advance Travel Reports quarterly with travel displayed for the next three (3) months.

19. Preparing weekly reports to document work accomplished.

20. Preparing a bi-weekly progress report on each base that has begun the closure processes/procedures using the initial assessment as a base line.

21. Preparing an analysis of the entire base closure process and provide to the Government recommended changes, improvements, and lesson learned for each closed base within 21 days of closeout.

22. Providing subject matter expertise in property and material accountability systems to include the Army Property Book Unit Supply Enhanced (PBUSE), and Contractor Strategic Tactical Enterprise Asset Management (STEAM) systems.

23. Providing reports and submittals in electronic format. The Contracting Officer may change the format required for these reports at any time during the life of the contract. All documentation will be formatted using MS Office applications utilized by the government.

Qualifications:
The candidates for the LSS positions shall have at minimum 5 years of supply and logistics experience, or shall have attained DAWIA’s certification as a life cycle level II logisticians. LSS teams will provide expertise regarding the classification of property as well as streamline disposition procedures in order to meet deadlines. Active Secret Security Clearance.
